Some parts are pretty thin grass.  Looked to me like the build up of old plant material was choking out the new shoots from really filling in.  I am used to rotationally grazing and have been experimenting with putting the cows in a smaller area to get them to eat the weeds or smash them in the ground.  So far has been a success.  I just keep trying to learn more each day.
