There are monthly quotes, landowners only get paid for that minimum. Anything over that and it is free. Landowners have wised up and demanded that the windmills be shut off if they are not getting paid.
Historically June is a month will little wind, so with this month the quote was met quickly.
Seems dumb, greed and government.
