Was it really too windy? here it's been a nice steady wind, not at all high or gusting high, so perfect for energy production. I'll bet that there was as much wind power as the grid could take, so the ones in the center of wind production areas were shut down. You'd think they'd just turn them all down a little and keep running them all, but maybe that's not how it works?
