Since your switch doesn't return to center, your agitation must be either fully ON or fully OFF where the amount of agitation is controlled by another valve. If there is no center OFF, flipping the switch one way will send + and - out the wires and the valve would open completely but be stopped by its own internal limit switch. Flipping the switch the other way will send - and + out the wires and the valve would close completely but be stopped by another limit switch. The third wire is either constant ground or constant 12V so the motor can run the other way once its limit switch has stopped it.

You ask will this hurt the motor, No, the internal limit switches should stop it. Worse case scenario would be that the motor would continue to run which although incorrect wouldn't necessarily burn out the motor.
