Is it possible that those "in the know" are confident it will never get built? And that the recent veto in Des Moines was done with that in mind? If so its a classic political move where a political ally was given what they want, to the ire of many people but in the end it won't end up making a difference.

I know nothing beyond whats already public, just thinking out loud and applying some logic.

No one's asking my opinion, but my opinion is that I'm all for developing infrastructure even if its a short term nuisance. Couple years after a pipeline or big transmission line, or new 4-,lane highway goes in, almost no one would be complaining anymore and by the next generation/landowner/tenant rolls in, it's just the way it is. HOWEVER the concept behind this carbon thing is just silly. If it was a crude oil or Nat gas pipe, we know there are obvious economic and logistical gains to be had. There'd be less complaints about the carbon pipeline if it wasn't a carbon pipeline.
