Here is what I can tell you as a County Correctional Officer. We were an ICE holding facility. Back then (I retired from there in 2019) arrest were made based on first violating a law...think OWI, Domestic issues, things of that nature. When brought in and going through the booking process they were asked their nationality. If stated outside the US then as procedure we contacted the ICE field office in Omaha. 24/7 the phone was answered. The agent would run the name and info given by the detainee. Then the agent would determine whether to put a ICE hold on them or not. Back then not all were held simply because they were born outside the US. ICE had 48 hours to notify the jail on status otherwise we did not hold them. So if they were held for ICE they would then be given a court date in front of a federal Judge in Omaha. Sometimes over video but often times they had to be transported to Omaha for an "in person hearing" But regardless they all had a court date and usually several before a determination was made. So we would hold them at county. But the Feds were very strict on their treatment. Then had a higher level than a regular inmate of our own. What do I mean? More laundry change outs, better food, better medical care, and religious accommodations. So that always created friction in a unit. Also based on where they were from they would try to form cliches in a unit and attempt to run the show, so to speak. Always a staff concern. Then eventually they would be deported to their home country or simply released if deemed to not be a threat. Many were not. Then we would get a notice that a list of names that were leaving at 3am to be changed out and picked up and transported to Omaha to catch a plane back home. The Mexican guys would say "see you in a month Bob"! Eventually after Covid the county gave up the contract to hold with ICE. Simply too many regulations to abide by as well as they only paid the county $50 a day per inmate. Not worth the man power needed to oversee I guess. So that is how it did work from my end. Makes farm breakdowns easy to handle!
