You could run a 1x4 where they have to cross floor joists. I'd lay the stuff parallel to the joists right on the ceiling drywall, old work doesn't have the same fastening requirements, at least that's my story. I think you're making a problem where there isn't one. Use 14 for the lighting circuits, it's so much easier. Heck, go modern, put in LED and use 16gauge for lights, it's not the 70's anymore when we're using crazy power.
