It was a manufactured crisis by Biden for sure. Can't have wide open borders. I do recall there was a bi-partisan immigration bill on the table in Congress. Trump told Republican Congressmen to not vote for it or else he'd campaign for primary opponents in their districts. So both sides have messed this up terribly. It's a manufactured crisis by both parties, like so many other issues.
