Its called arbitrage. Buy some Soybeans out of the port of New Orleans. Load them onto a ship sail around a bit dock in a Brazilian port, Wait a bit do some paper work and magically they are now from Brazil. Since they didn't actually go through and export terminal they would not be counted in the Brazilian export numbers. The reality is that China needs soybeans from both the US and South America, Neither can raise enough to satisfy the demand in China and a little paper work to avoid a tariff has never hurt anyone. This is behavior is the 2nd oldest profession known to man kind.
