He was "old school" on matters of law and deferred to Congress to legislate. Congress is not doing it's job and Trump is taking advantage of the situation. I fear this country will never recover from the dismantling of the "Balance of Power". IMHO, this is not a Republican or a Democrat problem, but a Democracy problem.
