Virginia, Northern Neck | A few drops of water will work.
Military service 1970-91, we always used a little bit of water to soften up paste polish.
Apply with an old toothbrush, work into leather with a horsehair brush, polish with a soft cloth.
Edited to add, if you like the Kiwi polish, try their parade gloss, it works even better.
