This is almost the right answer.

They are an "implement of husbandry" learn that phrase, as long as you are empty you can go anywhere legally, if you are loaded with hay you can go anywhere legally.

Put a load of pipe on it and suddenly you are now an unlicenced vehicle.


Interstates here forbid "implements of husbandry."

Probably not going to get stopped empty and flowing with traffic though.
