Yes they do. And it's not just meteorologists that are part of the drought mitigation center. It's also soil scientists, extension agents and all sorts of people.
There are places on that map that are still under drought that had 7 inches of rain this week. But as you said it came in 20 minutes and none of it soaked in. So it didn't change the drought monitor.
