It's damn near impossible to even get seed produced in Mexico into the U.S. legally. I can understand why they'd just try to sneak some samples in. I mean, it's not a good idea, and illegal, but I do, in fact, understand why someone would do it. It took weeks to get a few bags of seed corn from Mexico through customs.
