Virginia has 1.6M row-crop acres(does not count hay production and pasture). You could harvest a mere 40 pounds of potatoes on each row-crop acre, and easily meet the caloric requirement of Virginia's population.

New Jersey has the highest population density of any state. New Jersey has 244,000 acres in row-crop and vegetable production. They would need 275 pounds of potatoes per acre to feed their population. That's still well under the 400 pounds(Edit: 40,000 pounds) that potato growers generally plan on, so it should be possible enough.

The US could be well-fed without moving any food products across state lines. Washington DC would be hard-pressed to follow suit, and would likely have to use every square foot of lawn and park space to make it happen.
