Yes, WWI had a huge demand for fiber, all the shipping used rope to handle cargo, most grain was handled in bags, the cutting edge agricultural tech was the binder. So the govt promoted hemp in the lead up to WWII, then the ships got bigger, grain was handled in bulk, and combines became more common, so less demand for hemp. That could be either, the left over weed or the recreational type, could be spread by birds also, from either source.
