Grandpa used to use 2 rotted steel tanks and cut the bottoms out of them to use as forms for one tank with concrete between. Just a thought, but if you could find a tank slightly smaller than your 20' and set it inside ( bottom cut out) and pour concrete in the space between, you might have a very durable tank. The original tanks poured by my grandpa are 70-80 years old now and still functioning.
