Manitoba | I feel your pain. we went through same situation a few years back. Eagle make the kill then other scavengers follow suit . Coyotes watch the sky also theyll be the next ones there. I seen an eagle pick up a 20 lb lamb and dissappear . Conservation came and i was told that an eagle will not perch on a tree that has foliage. We cut all dead trees out of pasture and it helped a bit i suppose but cant cut all neighbors trees. It would be a start to cut some standing dead trees if there is any . There was a couple trouble ones and conservation told me that its not permitted to shoot them but if they're attacking your livelihood you have to do what you have to do so we did
