Skid steer with pallet forks. Get under the fence and lift up by every post. Unhook wire from posts. Then use a post hole digger on the skid steer. Instead of an auger, fabricate a pipe with a hook.
Turn post hole digger slowly while driving forward. Wire should ball up on the pipe. Take the old wire to scrap yard.
