Near Intersection of I-35 & I-90 Southern Mn.
Rebuild a brand new configuration completely from scratch. Don't reuse anything from the past. I'm betting some item has changed even though you are certain that this has not happened.

The reason I suggest this is that it has worked for me several times when I worked as a Tech. More than once, I was certain that the configuration was correct but didn't seem to work properly. I would create a brand new virgin configuration and suddenly everything worked fine.

Quite often the mistake was obvious and an error on my part. Other times it wasn't obvious but did solve the problem.

If the turn ON is OK but it is turning OFF early this would seem to indicate an incorrect "lead time" for the shut off.

If both the turn ON and turn OFF points are incorrect by the same distance, this could be due to an error in some of the measurements for the GPS location, distance to application point etc.
