Does he still have his winter coat?
I had this behavior in my yearling bull. I treated for lice with ivermectin without change in scratching. Talked to my vet he said he is just trying to lose winter hair. "He will get over it". Mind you, I had treated him for lice within a month.
The steel bunk was handy to scratch his itch and it developed into a habit.
