Check the pump vent line that should come out of the top of the pump and go to the top of the tank.  On my 4430 it goes into the tank where the lid is at.  Several years ago I had similar issues.  I replaced the cartridge, had software updated, cleaned grounds, etc. but still had eratic rate issues.  My problem was that the fitting that goes into the tank was rusted and plugged up.
