This makes me think it is pulling more amps when there is more head pressure (normal to a degree). Could there be a partial blockage on the waterers supply line? Can you check the amps when it is only feeding the house?
What is the wire size, breaker amperage and length of the wire run?
As others have said, start at the source, make certain the connections and voltage/current are very good all the way to the pump.
Yes, you should 120 to ground on each leg and 240 phase to phase.
