I’m guessing he means he backed up the iPad on ITunes on a windows pc and then restored from that backup with a new iPad.
If that’s the case iPhones can do a side by side transfer of data when setting up a new phone. I haven’t setup a iPad like that but guessing it’s the same process essentially cloning the old iPad onto the new
