I wonder just what it is that leads to such a statistical rarity... While I understand that generally not all heifers are "keepers", I have culled my herd down the past two years due to some (of my own) health issues, now resolved, and those cows and bull that are still around are my best. These heifers should be all keeper quality. Any that do not calve within about 45 days of the first calf will be preg checked and considered for processing unless they're close.
