On commercial projects, they put a piece of flashing(rubber) under the top cap to catch the water with weep vents in the joints of the cap to let the water out. That still has issues too though. In a spot like this, I would put a nice precast stone cap on top and caulk the joints between each stone and between the stone and the porch
