They make 4" "sheep panels" or 2x4" welded wire, neither are practical. They can stick their heads through anything else and die if you don't release them soon enough, and you don't have much time if they get caught in electric net, hence why you need to keep it hot and watch closely for a couple days while you train them to the fence.
