Control systems work best with "some" back pressure. Too little or too much can be a problem.
If the back pressure is too much or too restrictive the system will be slow to get on target if at all. This might mean that when speeding up or increasing the rate the response is unacceptably slow.
If the the back pressure is too little then the system can get into an oscillation where the rate won't stabilize. The applied rate goes from too low to too high and then back and forth.
The hand valve with the extra hole in the ball is a way to create more back pressure when applying low flow rates.
