You probably need to take the cylinder stop out of the front of the master cylinder in the middle so it can fully stroke. That should allow oil to fill the end cylinders. On the one my dad had it was held on with a hose clamp. I also remember bleeding oil out of the top of the high side cylinders to level it occasionally so you might try that too.
