The tow truck pulls it down the road at a pretty good speed and possibly for quite a distance. And the tow truck doesn’t want the possibility of causing the transmission to go out from being towed nor do they want to be falsely blamed. I had an old tractor jump into gear while I was towing it down the road one time. This could possibly happen to a truck.
