It looks much newer than what I'm used to, but the older ones has a small reservoir above the engine. This reservoir was ford into the engines fuel system. Then another small pump fills this reservoir. Ours was belt driven. We have since changed to electric pump.
Do you have pictures of the whole machine? You don't see a Cleveland to often.
