It would help to know the wattage of the solar panel. And know that you're starting with a good battery, a solar charger won't bring back a dead battery any more than a plug in charger.
To test the output, start with a good battery that holds a charge, it should be 12.7v or so, hook it up to the panel, the voltage should rise fairly quickly above 13v,
