Apparently Dawn dish soap is the approved surfactant, it must be labeled for organic as much as it is mentioned by the homeowner forums as totally safe. *

going to need salt as well for an established grass I would think?

They never really give an application rate, just ‘spray the weed’ so it is difficult to get a per acre cost of this totally safe and responsible use of acid, salt, and soap on one’s land. *

For the original question, there are some options in fall to work down a grass, but in spring I can’t see anything but a real plow working, and in my climate and soil that’s a lumpy cloddy rough deal. Grass is pretty aggressive growing in spring it’s going to take a lot to kill this time of year.
