Remove front grill and filter. The sector comes out the top. The shaft where the seal is leaking will most likely be chewed up from metal filings where it turns in the bushing. One big bushing on the bottom one small bushing on the top. If you need to have the shaft machined where the bushing goes I would suggest not letting them machine the shaft where the seal rides. From experience it's not the same hardness and the seal will wear groves and leak again. Get the unit out put it on a bench and take it apart see what things look like.
3pt valve is most likely stuck. Standing behind the tractor right hand side. There's an inspection plate 6 small bolts. Remove the plate. Look in there with a mirror and you'll see a linkage connected to the control valve. I believe you want to try to move it back first if memory tells me correct moving it in might stick it worse. Tractor needs to running. I haven't had one stick in awhile so out of practice. Working it out and in you normally can get it unstuck.
