A corn head with good chopping rolls on it can make a big difference for no-tilling the next crop. Residue management also depends a lot on how good the previous crop was. Residue from 250 bu corn is much heavier than 140 bu corn. In your situation my first step would be buying a good header or rebuilding a decent header with good rolls (calmer, yield 360, and B&R all have good options). Then use the turbomax or disk in the fall to mix residue in with soil. Then you have the option to no-till in spring or hit it with field cultivator or turbo max if needed.
