This is what was discussed at the the completion of phase 1
Phase Two will handle issues such as IT, AI, and other emerging and hi-tech areas, in addition to cyber security. China will want access to US innovation and technologies.
No mention of any penalty portion in the phase 2 negotiating.
Both sides at the time felt this would be a difficult area to resolve.
