Subject: Iowa Senate Passes Eminent Domain Bill

Last night the Iowa Sentate passed a bill banning the use of emiment domain for CO2 pipelines. The vote was bi-partisan, with 12 Rs and 15 Ds voting for the measure. The bill now goes to the Gov's desk. The bill passed the house with over 80 votes. Backers of the CO2 pipeline claim that carbon sequestration is necessary to maintain a market for ethanol. However, to date, I have not seen the corn market move at all when the CO2 pipeline bills and permits have been debated.

We will see what Iowa's Gov does here, the CO2 pipeline prosoed in Iowa is owned by her largest campaign donor. Senate republican leadership has blocked CO2 pipeline legislation from coming to a vote for years, but their hand was forced by 12 Rs who refused to vote on budget items until the CO2 bill was voted on.
