There was only 10 months left of Trump's first presidency when they signed Phase 1, and really only 8 months until they knew they did not have to honor it anymore once Biden was elected. This one is pretty early in his second term. I suspect (hopefully) that he'll try hold their feet to the fire of this one (if there is a meaningful one).
