Was that the only N source? If sidedressing causes so much trouble not to plant, then don't sidedress. If there is other N, or even plain old soil organic matter, you'll probably get enough yield to cover the seed cost, here that would be app 25 bpa, and you will keep the weeds down.
Or seed it to grass and don't till it like the OP picture showed.
What do you do with areas like this?
