Everything I heard was that EU central banks are cutting rates because the EU economy is shrinking. It wasn’t that long ago they had NEGATIVE interest rates….. like crude oil at minus 40 a barrel.

You ask why money is FLEEING the US for else where, its a pretty easy answer, just not one you wil except.

Money is leaving the USA because smart money managers don't trust the economic policies or the ability of the current administration to understand any economic policy it wants to put in place. Good grief this president changes tarrif policy about as often as he has to change his diaper, so like 5 times per day.
