Fairfield County, Ohio, USA | I'm not aware of anything offhand, but it could be created *relatively* easily with a raspberry pi running a web browser, assuming everything you want is accessible via webpage.
That said, unless you bought a model of TV that's intended to be used for digital signage, they are not designed to operate continuously. Some are better than others, but generally once you start talking about more than 6-8 hours of runtime per day, you move into the commercial/signage display market.
