Here (sw Ks) you don’t go in and out of grass quickly. It’s a long term commitment. $3000/acre grass doesn’t work either. Shorter term, grazing crops might work. Temporary electric fence is good. Don’t need an expensive 5 wire permanent fence. That leaves the water issue. And a lot of people don’t want to do the extra work livestock requires
