Iowa CORS may be using something called "NEAR" which will automatically use the base nearest to your location.
Unknown how his receiver is setup, but if using this mountpoint, which is only GPS

the VRS may denote in Ohio a Virtual Reference Station (VRS), which is used in Arizona in Maricopa or Pima Counties. I suspect this mountpoint should be used
ODOT_G_R_E_C_RTX_RTCM3 GPS, GLONASS, Galileo and Beidou corrections
if his receiver is unlocked to all of these.
