Trump will likely be out of office before even a small percentage of companies actually start producing widgets in the US so he'll brag about the size of his tariffs until the end. The machines that companies will need to buy to start manufacturing here will have to be produced somewhere, probably not in the US. Full blown capitalism can lead to outcomes that aren't that great, for example monopolies that stifle competition.
