I am no expert so don't expect an expert opinion, but my understanding is that the production of ketones or in other words being in ketosis is one of the results of lipolysis.

"lipolysis can only occur when insulin action falls to low levels".

Ketones are the water soluble molecules produced from the breakdown of fatty acids. Lipolysis is where triglycerides (fats) are turned into glycerol and free fatty acids.

I would say the production of ketones requires lipolysis to happen. But like I say, I am no expert so that could be wrong.
