If Uncle Sam would just get out of agriculture, supply and demand would remedy the wheat problem. If it pays, plant it. If it doesn't, don't.
Here, if you don't belly up to the trough, decentralized commodities pay the best. Hay price is way down from a couple years ago, but it's still paying the bills. Can't say that wheat is paying the bills.
