What if a deer ran out in the road and he lost control trying to avoid it? If he couldn't maintain control because of grass on the road then he was driving too fast, I'm not saying we should intentionally create a safety hazzard by blowing clippings on the road but bikers also need to take responsibility for their driving.
I think that the better parallel to grass clippings blown in the road would be livestock in the road in "fence in" states. The hazard is present because of human action or negligence.
Deer jumping in the road is more comparable to a tree branch blown into the roadway by a storm. |
