We have a nearby firetruck "factory". The guys that work there and know what is going on say that in most cases chrome, lights and bling are stuff fire department crave. They are big boy toys and nothing else.
If they need a taller ladder truck for new high rise buildings or some other new capability they should have a new truck though.
