I've found Longhorns to be pretty consistent for chain steakhouse. That's where the wife and I prefer to get a steak if we are traveling about and have to eat at a chain type place.
Was just going to comment on Longhorns… ordered a steak there last week and I almost couldn’t eat it. There was SOOOOO much seasoning on it that it was burning my mouth. I scraped it off the best I could and it was still bad.
My hired guy said he has had similar experiences there when I told him about it.
Texas Roadhouse is the most consistent chain in my opinion.
