i`m no expert, but from what i`ve heard from those like paul niefer etal, the disaster program takes your insurance of say 85% coverage up to the 95% coverage, that would be the payment, that 10%. so those buying only 65% or 70% minimum coverage, they`ll make out like small time bandits. i believe those without insurance will be s.o.l.
